Due to the amount of setup time, each ad has a setup fee that is separate from the ad-space rental.
It is a one-time fee and does not have to be "re-purchased" even if the ad is stopped and then restarted again at a later time.
To qualify for a waiver when restarting, the ad must be the EXACT same ad, in regards to all criteria, including, but not limited to:
Size, pictures and their order, target links, duration of rotation, etc

This is a very minimal fee for the amount of manhours rendered for this service, and it is non-negotiable and non-refundable.
It is a separate service than the creation of an ad banner, and entails correctly writing the script for banner rotations whether pre or post-placement, correct placement, sizing corrections, insuring that it does not affect and is not affected by other banners, and many other initial technical checklist items before the launch is ready.
Also then re-checking it again after the launch.
It applies whether an ad is made for you or you already have your own.
NO EXCEPTIONS.

This is a one-time fee, in-so-far-as:
If you stop the ad, and want to restart it again at a later date,
The restart must be the EXACT same ad, with NO DEVIATION.
All must be the same, i.e., picture, size, link-to page, etc...
